Under provisions within the 2025 One Big Beautiful Bill Act (OBBBA), vessels seeking to take advantage of certain tax incentives must spend more than 50% of their operational time in U.S. waters.
Eligible U.S. waters include:

- U.S. Virgin Islands
- Mainland U.S. coastal waters
